Regarding cruise ship murders, rapes, missing persons, thefts by ships' employees, and other crimes--not to mention fires--ships should have surveillance cameras covering halls, railings, and other relevant areas (if they don't already require this). I just don't know who "they" are. Unfortunately, cruise ships aren't usually governed by the U.S. because of the high taxes, so these ships fly flags of other countries to avoid paying them ... even Disney! I think I read that the U.S. has some control over ships based in the U.S. and wonder whether they could make this a requirement.
